In Cleveland, Ohio, Numerous complaints by tenants who have waited years for fixes within their homes and channeling through many different Rental Property Management Companies who either don't call back, do patch work, never show up and in some cases the tenants' water has been shut off and non licensed contractors show up! The LLC's or Corporations are never held accountable!


Special Investigation Report on Ghostly Spanish Cay LLC out of Casper, Wyoming.

In recent years Cleveland homes have been purchased up and rented out with many different Property Management Companies handling Properties, it's no longer a single landlord but a LLC/Corporation purchasing up properties not to fix and flipped them and make a one time sale, now purchasing many homes at a lower price and renting them out is more profitable while the LLC increase rental prices.

LLC/Corporations hire a Rental Management Company and the LLC wash their hands from dealing with the tenant, and currently lawmakers are not talking about the Tenant Landlords laws in each State that the LLC/Corporations are not following, prime example is "Ghostly" Spanish Cay LLC who has purchased over 20 properties in Cleveland Ohio and many complaints by tenants over the years,  many tenants do not understand tenant landlord laws and tenants are taken advantage of, they either pay their rent or get evicted while their ceiling has been leaking for years and years or water bills hasn't been paid by the property owner.

When an LLC is in debt to a city in back taxes and has run through all the Property Management Companies, what's left of the LLC? to file Bankruptcy leaving the tenants in limbo? Stricker tenant landlord Laws need to be addressed to make sure the tenant never has to deal with an LLC like Spanish Cay LLC who's simply put, is a deadbeat property owner for Clevelanders.

Recently Spanish Cay sold some land on East 36th Street and made a profit of $10,000.00 it was signed off by Davis Hardcastle who is a authorized signer for Spanish Cay LLC. Hardcastle's client partial list include Interpublic Group, Blackstone, Kroger, Cummins, Bloomberg, Lennar Homes, African Wildlife Foundation, Migration Policy Institute. Currently Wall Street has spent billions buying homes. A crackdown is looming. "Lawmakers say investors that scooped up hundreds of thousands of houses to rent out are driving up home prices" -Fox News. Lawmakers are not talking about the deadbeat LLC/Corporation who isn't following tenant landlord laws or holding these deadbeat LLC/Corporation accountable for screwing over their tenants.

What brought Spanish Cay LLC to further investigate them? Tenants. Properties not being maintained for years and years. See tenants concerns here

Spanish Cay LLC started purchasing Rental Properties in The City of Cleveland, Ohio around 2018. Currently they owe back taxes, water & sewage and street light maintenance and other maintenance in the amount of $54,439.79. They have several Housing Misdemeanors besides the delinquencies on back taxes and other maintenance, they also failed to appear in court on 10/13/21 due to a health code minor misdemeanor citation that was issued from the City of Cleveland Municipal Court Housing Division on 8/16/21. A judgment was issued causing a lien to be placed in the amount of $35,507.00, property is located in the zip code area of 44105. Spanish Cay is in debt to the City of Cleveland in the amount of $89,946.79.

Can you imagine if you as a renter didn't pay your rent? You would be evicted, Sheriffs would be knocking at your door and removing you and your property! Guess what? Deadbeat Properties owners Spanish Cay LLC has filed evictions on numerous tenants in Cleveland and Toledo, Ohio. 10 from Toledo Ohio and 18 Landlord Tenant - Evictions in Cleveland, Ohio! Ghostly Spanish Cay LLC uses numerous Property Rental Management Companies to collect rent and to do their dirty work, dirty work of filing evictions but not the dirty hard work of maintaining their properties.

There is now a new case that has been filed from TREASURER OF CUYAHOGA COUNTY, OHIO against Spanish Cay LLC on 10/25/24 a Tax Foreclosure.
The affected area of Cleveland, Ohio Tenants are in the following zip codes and I have linked the Council Members and their Wards to their zip codes 44108, 44104, 44112, 44103, 44110, 44105, 44120. Please note: Some Wards may have several different council members in their Ward and information will be sent to the Council Members to further address these issues.

Spanish Cay LLC has used many different addresses. The ghostly LLC Spanish Cay seems to have traveled a bit, they started out in Casper Wyoming then a mailing address to a PO Box in Vancouver Washington you can't find a business property they're located at, no website, no logo for their business and at one point the business address was a UPS address.. The Secretary of State of Wyoming is showing Spanish Cay LLC "Inactive" - Administratively "Dissolved" Delinquent in taxes, Sarah Pearson (Organizer.) Wyoming Business Standing: Standing RA is Delinquent, "Delinquent" means it is without a registered agent. Spanish Cay LLC in Wyoming shows a mailing address of a PO Box in Vancouver, WA and owes more taxes beside what they owe the City of Cleveland, Ohio.

Spanish Cay LLC has used several different Rental Management Companies throughout the years of being in Cleveland, Ohio and Toledo, Ohio, they really never fix or maintain the properties. Here are the following that Spanish Cay LLC has used:
  • (Yellowtail Property Management LLC Cleveland Heights.10/6/2018 name appears again SARAH PEARSON as (Name of Statutory Agent in Ohio, from Ohio Secretary of State Business Filings. STEPHEN SEAL as MANAGER. No business Website)
  • ( Street Light Property Management LLC Cleveland Heights, Ohio. Also shows on Ohio Secretary of State a STEPHEN SEAL same address and name as Yellow Tail Property Management LLC with no business name change with the Secretary State of Ohio )
  • Buckeye Northwest Realty LLC Toledo, Ohio Managing Agent for Spanish Cay, LLC. SPANISH CAY,A WYOMING LLC has 18 Properties in Toledo, Ohio and owe back taxes in the amount of $15,673.19
  • *NEW* Now Spanish Cay LLC is using a new Rental Management Company out of Baltimore Maryland, called Riparian Management LLC that manage properties in Detroit, Pittsburgh and now Cleveland. Currently no Rental properties showing for Cleveland, Ohio on their Website. Reviews on Riparian are mix, there are several issues with properties & tenants.
I haven't called any of the Rental Management Companies regarding Spanish Cay LLC to see if Spanish Cay stiffed them for any services such as legal fees for filing evictions on Cleveland's tenants or any other fees. I don't think I would get a call back from any of them, they don't even call back their tenants that they are managing.

Spanish Cay LLC as stated has used many Property Rental Management Companies to maintain it's properties such as (Special Report on STREET LIGHT PROPERTY MANAGEMENT) Maybe you've heard about them? You can find on Google many complaints from Tenants regarding Street Light who had handled and maintained Spanish Cay LLC properties from not fixing issues for years to tenants getting their water shut off. Here is just two of many complaints and you can find photos at STLPM here:



No doubt States and Cities and Lawmakers in Washington DC need to bring immediate attention to what is happening to renters who LLC's & Big Corporations who are in it for the money while their tenants have to deal with poorly ran Rental Management Companies that do not follow States & Counties laws or work Permits or use non Licensed contractors placing their tenants in danger and years and years of deadbeat property owners who do not follow any landlord tenant laws. Hopefully the City Of Cleveland, Ohio Council Members will address these issues and look out for its citizens when Big LLC or Small LLC waltz into town and cause more problems for its tax paying citizens struggling due to inflation and higher rental cost.


No attempt has been made to send Spanish Cay LLC a email or place a phone call, the Ghostly Spanish Cay LLC cannot be contacted by those methods because I couldn't find any direct contact information, I would have contacted them immediately.

Update 11/10/24 and change in article. The Company that Riparian has hired has been actually fixing everything correctly that the other rental companies haven't.
